City Council Members

The Kannapolis City Council consists of seven members, including the Mayor, each elected to four-year terms. City Council meetings are held on the second and fourth Mondays of every month at the Kannapolis Train Station (201 S. Main St). Agendas are posted prior to meetings and can be viewed here.

Mr. M. Darrell Hinnant, MayorKannapolis Mayor Darrell Hinnant

Mr. Hinnant was first elected to City Council in November 2001 and was elected Mayor in November 2013.  He was successfully re-elected by his fellow citizens in November 2014.

He formerly owned dHinnant Business Solutions, Inc., serving as the chief scientific and technology officer. He started his career as a teacher at Eastern Wayne High School and Wayne Community College. In 1973, he started with Drew Chemical Corp and became a major supplier to Cannon Mills Company. He progressed until he was the regional sales manager for Rollins Environmental Services before serving Governor James Martin as executive director of the North Carolina Hazardous Waste Management Commission. After leaving state government in 1991, he became the chief operating officer of Radiator Specialty Company. Mr. Hinnant went on to become principal consultant and owner of the Hinnant Group, Inc., a marketing and graphic design firm.

Mr. Hinnant currently serves on the Water and Sewer Authority of Cabarrus County’s Board of Directors. He is involved with his church, Trinity United Methodist, as a Sunday School teacher and has chaired the administrative board, staff parish committee, and finance committee. He has been recognized with the Order of the Longleaf Pine, North Carolina’s highest public service award, presented by Governor James Martin. He’s earned a Senior Management Certificate from Duke University. From the University of North Carolina at Chapel Hill, he earned an AB, MAT in Chemistry. He has two children and five grandchildren.


Mr. Roger Haas, Mayor Pro-Tem

Roger Haas served as a member of the Kannapolis City Council from 1997-2001 and was appointed to fill a vacant Council seat in 2006. He was elected Mayor Pro-tem in 2013. He is president and founder of Adventures in Motorsports, a Kannapolis-based travel and tour company. Prior to the establishment of the company, he was regional vice president of sales and marketing for UST, Inc., a Fortune 500 company. Mr. Haas has been a Kannapolis resident for over 40 years.

Mr. Haas is a graduate of Gardner-Webb University with a major in business. He completed additional management studies at Cornell University in New York. He is active in the community as a member of the Kannapolis Rotary Club (Paul Harris Fellow) and served as a board member of the Cabarrus County Planning and Zoning Commission as well as the Cabarrus County Tourism Authority. Mr. Haas is a member of the First Baptist Church in Kannapolis where he serves as a Sunday school teacher. He and his wife Kathy have four children and three grandchildren.


Mr. Ryan G. Dayvault

Ryan Dayvault was elected to the Kannapolis City Council in November 2011, becoming the youngest Councilman elected in Kannapolis history. He is the Facilities & Special Projects Coordinator for the University of North Carolina-Chapel Hill Nutrition Research Institute on the North Carolina Research Campus. He has held this position, focusing in property management, since May 2008. A native and member of a pioneer Kannapolis family, Mr. Dayvault has served the community in many capacities. Prior to being elected to City Council, he served for two and a half years on the Board of Adjustment for the City of Kannapolis. He currently serves on the Downtown Kannapolis Center City Steering Committee, the Friends of the Kannapolis Library Board, Catawba College Alumni Association Board of Directors, and is a member of the Kannapolis History Associates, the Kannapolis Rotary Club, and Downtown Kannapolis, Inc. He is a former member of the Cabarrus Regional Chamber of Commerce Board of Directors and the American Red Cross of Cabarrus County Board of Directors.

Mr. Dayvault, a 2004 A.L. Brown High School graduate, holds a degree in Political Science with an emphasis in Public Administration and a minor in Business Administration from Catawba College. While at Catawba, he was awarded the Whitener Award, the highest honor bestowed on a Catawba student. Mr. Dayvault was selected among his peers by the students and faculty to receive this honor. Mr. Dayvault served in the City of Kannapolis City Manager’s office as an intern, focusing on the public-private relationship of Kannapolis and the North Carolina Research Campus, while also assisting in the assembly of the Kannapolis Pictorial History book. He resides in the Rowan County portion of Kannapolis.


Mr. Tom Kincaid

Mr. Kincaid was elected to Kannapolis City Council in November 2011 after being appointed to fill a vacant seat in 2010. His current term expires in 2015. Mr. Kincaid and his wife Teresa have owned and operated Caremoor Retirement Center since 1993.

Mr. Kincaid has long been active in the local community. For the past 15 years, he has been a member of the Kannapolis  Rotary Club, serving as past President as well as a Paul Harris Fellow. He is currently serving as Chairman of the Board of the Cabarrus Health Alliance, the executive board of the North Carolina Long Term Care Association and as an elder at Bethpage Presbyterian Church of Kannapolis. In February 2014, Mr. Kincaid was appointed to serve on the Board of Directors of the American Red Cross and currently serves as the City’s representative on the NCDOT Technical Advisory Committee and Kannapolis Educational Foundation.

Mr. Kincaid holds a certificate and licensure in long-term care administration from the University of North Carolina at Chapel Hill. In addition, he studied cardiopulmonary medicine at Wake Forest’s Bowman Gray School of Medicine.


Mrs. Dianne Berry

A Kannapolis native, Dianne Berry was elected on November 5, 2013 to fill a vacant Council seat. She is a Certified Municipal Clerk and North Carolina Certified Municipal Clerk, and has served as Clerk to the Board for the Cabarrus County Public Health Authority, dba Cabarrus Health Alliance, since 1998.

Mrs. Berry is a graduate of A. L. Brown High School and King’s College, and completed her clerk’s training through the UNC School of Government. She served on the Kannapolis Board of Adjustment from 2011 – 2013. Mrs. Berry and her husband, Cecil, have two sons and five grandchildren.


Mr. Darrell Jackson

Darrell Jackson was elected to City Council in November 2013. He has owned Lee Clothing Warehouse in Kannapolis since 1987, as well as the Dan’elle Clothing Warehouse in Concord since 1975.

Mr. Jackson studied Business Administration at Central Piedmont Community College, and is a graduate of DeVry Institute of Technology in Atlanta, where he obtained his degree in Electronic Communications.

Mr. Jackson serves on the Board of Directors for Downtown Kannapolis, Inc., a non-profit organization dedicated to revitalizing the City’s downtown area and overall economic growth, and is the President-Elect for 2014. As a resident and small business owner, Mr. Jackson has a vested interested in bringing new jobs to the City of Kannapolis.


Mr. Doug Wilson

A life-long resident of Kannapolis, Doug Wilson was elected to City Council in November 2013. He is the Senior Vice President and General Manager of Publicom, Inc., a position he has held since 1985.

In addition to graduating from A.L. Brown High School in 1968, Mr. Wilson is the President of the A.L. Brown Athletic Booster Club, and coached the girls’ basketball team there, as well as at Kannapolis Middle School from 1995 – 2006.

A former member and Chairman of the Kannapolis Parks and Recreation Commission, Mr. Wilson is a council member of Trinity Methodist Church, and is also on the Cannon Memorial YMCA Board of Managers. He and his wife Cathy have two daughters and three grandchildren.
