Available HUD Funded Housing Programs
It is the responsibility of the Community Development Department
to administer the grants funds received by the city from the US
Department of Housing and Development (HUD) Entitlement Program.
As a HUD Entitlement City, Kannapolis receives non-competitive funds
annually from HUD that may be used for a variety of community and
economic development activities. Every five years the city prepares
a Consolidated Plan that examines the existing conditions of the
city and sets priorities for the use of these funds. Each year the
city submits an Action Plan to HUD detailing the planned use of
the grants funds.
Overall goals of the city in its Consolidated Plan
are adapted from the Kannapolis Visioning Plan and the Comprehensive
Plan, with the primary goal of improving the overall quality of
life for the low and moderate-income residents of the city. Objectives
include the development of Gateway Business Park, infrastructure
improvements, assistance to area agencies that provide services
to low-income residents, and addressing housing needs. The plan
also identifies other programs and resources available to meets
these objectives.
Specific programs developed by the Kannapolis Entitlement
program include the development of the Gateway Business Park, the
water pressure reducing valve program, paving of unpaved city-maintained
streets, funding to local agencies for homeless services and programs
to assist older adults and disabled programs and disadvantaged youth.
Other activities the Community Development
Department has achieved include joining the Cabarrus-Rowan-Iredell
HOME Consortium. This program will provide funds each year for the
construction of new affordable housing for first time homebuyers.
Other programs include housing repair or rehabilitation programs.
